The Council is an Non Playable Group. The Council has been around for centuries and has govern the underworld species secretly behind closed doors until the massive war between Vampires and Werewolves. They were the law between humans and everything else. Since the war there has been a change in their attitudes, they have been open to opinions outside of their order and open to adapting their laws, even though they still seem to be secretive.
The hierarchy is broken down into several pieces, starting with three High Lords. They each represent the goals of The Council, usually this possession is chosen and trained before the death of a High Lord. They each govern a third of the world, each part of the world is broken down further each with their own Governance, which is broken down into districts ruled by Knights, which is broken down into small precincts where Enforcers patrol.
Edenburg City is the first all species city, which puts a high risk for inter-species fighting. Due to the high security risk situation The Council placed two Councillors, and two Ambassadors of different races with personal Enforcers.

Councillors are a rank to be feared, as they come with direct power from the High Lords, and their decisions are final. They are trained from within the covenant at a young age, molded into either the role of a vessel for the High Lord, or as a Councillor.

Ambassadors are not apart of The Council. They are hired by The Council due to their skills in moderating conflicts, history with inter-species relations, or has other uses The Council wishes to use.

Enforcers are neither human, vampire, or werewolf. They are unknown to all except for those within the closed sanctum. They are, however, extremely powerful, mindless, nearly indestructible, and follow orders without question. They are used as body guards and as hunters. They are also only loyal to The Council.
